The Saga of Serge

So I took little dude to the vet yesterday.
And they randomly scanned him for a chip.

And little dude beeped!

I've narrowed it down (with some phone calls/research) to 24Petwatch as the chip provider.
Now this gets weird for me.

Maybe he ran away for a reason?
